This map represents the percentage of Hispanics or Latinos living below the poverty line in 1999 as defined by the US Census. In 1999 the poverty line for a family of three was $13,290, and for a family of four $17,028. The poverty line is not determined by household, which is the total number of occupants in one housing unit, but instead based on families or individuals. The highest percentage areas seems to be similar to the percentage of the Black Population living under the poverty line, indicating that perhaps these areas need particular help not only with the AIDS crisis but also with the poverty line.
