The poverty line is determined for families and individuals and not households, which are all occupants in one housing unit. The poverty line in 1999 was $13,290 for a 3-person family, and $17,028 for a 4-person family. The higher percentages of Blacks living under the poverty line is in close proximity to the city line. As Montgomery County is a more affluent county in Maryland, it is not surprising there are not much higher percentages of Blacks below the poverty line throughout.
