            In order for the clinic to be effective, it needs to be located in a place where help is needed.  Of all the towns in Somerset County, Somerville has by far the highest AIDS rate [table 3]; women account for over half the population and African Americans make up 13% of the population.  Somerville is also a relatively busy town and has both train and bus transportation.  Rather than building a brand new clinic, it would be best to expand and improve the Women’s Health and Counseling Center located on 4th Street in Somerville, NJ.  The Women’s Health and Counseling Center has a good reputation and received an award for “Service and Healthcare” by Governor Corzine [13].  While it does not currently have all the programs necessary to effectively prevent further spread of HIV/AIDS, its positive publicity is encouraging.  Along with its respectable reputation, it is important that it is located near downtown Somerville, for a clinic is useless if it is not easily accessible.  The Women’s Health and Counseling Center is less than a mile from E. Main Street, on which there is both a bus and railroad station.  The Sky View Transportation service is also located on E. Main Street and The American Taxi service is located on 98 W. Main Street.  Therefore, the Women’s Health and Counseling Center in Somerville, NJ is a perfect building and location to implement the HIV/AIDS prevention plan.
