               Overall, the AACO is providing relatively thorough outreach programs for HIV prevention in Philadelphia. They have HIV-testing in 40 locations across the city, fund the needle exchange program, provide housing for those living with HIV, and fund small, locally-run outreach programs in several communities. Yet, by making a few small changes and adding one significantly important program, the AACO could dramatically improve the state of the AIDS epidemic in Philadelphia. The total cost of improvements--that is distributing condoms and HIV tests in homeless shelters, administering comprehensive HIV surveys in hospitals, enhancing the PPP, and establishing YoPAA in area YMCAs—would equal $134,972. With a prevention budget of over 5.5 million from federal funds alone, all of the listed improvements would cost only 2.4% of Philadelphia’s HIV prevention budget. Not only are these programs extremely cost-effective, but they also focus intently on the areas that need HIV outreach the most and they target demographics that are the most at risk. Ultimately, including these culturally and socially specific programs in the existing HIV prevention initiatives would result in a dramatic improvement in the HIV/AIDS epidemic.
