Study participants were more willing to return to interventions if they were held at familiar and easily accessible locations (Senn et al., 2007).  Within 10029 and 10035, New York State Department of Health currently has set up 3 and 7, respectively, HIV counseling and testing resources (New York State Department of Health, 2007). The sites offer blood and oral HIV testing, some locations offer it for free, and information in English and Spanish. There is, however, the only one location that offers drug abuse counseling, Harlem East Life Plan, located in 10035. Three programs that do not offer counseling are in easily reachable locations, they are near bus and subway stops. While they do have established testing programs, it may be advantageous to add counseling programs. Since they are already established, previous clients know where they are, and they already have a presence in the community. These programs include VIDA Family Service, located on 117th Street and 3rd Avenue, one block away from the 4,5,and 6 subway stop and the 98 and 110 bus stop, NYC Department of Health and Mental Health- East Harlem on 115th and Lexington is one block from the same bus (bus route) and subway (subway route) stops as VIDA Family, lastly Settlement Health clinic is on 106th Street and 3rd Avenue, on the same street as a cross-town bus (New York State Department of Health, 2007; Metropolitan Transportation Authority). Currently, there are no state-run homeless shelters in neither 10029 nor 10035, however there are many churches located along the same bus and subway stops as the established clinics.
