Choice of Location:
The plan is to create a mobile van syringe exchange program in locations where people would most likely go to exchange their syringes. No specific news or information was released regarding drug use in East Elmhurst. Therefore, it is specifically difficult to judge which parts of the neighborhood drug users are likely to meet. With this lack of information, the best way to figure out where in East Elmhurst the bus should stop and the route it should take is to find places where people would most be willing to go to exchange syringes. East Elmhurst is a particularly small neighborhood composed mostly of houses. The mobile van cannot park in front of houses because this puts the householder in an extremely uncomfortable position. They would not be willing to have drug users congregating in front of their houses and exchanging needles. The mobile van also cannot park in places near schools since this would be a disturbance to children. Therefore, this leaves open places where people are likely to go such as parking lots or parks.
There are three locations in East Elmhurst that are suitable for the mobile van to park. For instance, in 32nd Avenue and 77th Street, the place is highly open and surrounded by shopping malls (map#1). This is a place where IDUs would most likely go to for a syringe exchange. The place does seem not too dangerous for people to go to, therefore, it is reasonable for the bus to make the stop here. Furthermore, there is a park in 30th avenue and 84th street (map #2) that would serve as a good location as well for the van to stop. Drug users tend to congregate in areas such as parks during the night. The last stop would be Northern Boulevard and 110th Street right by the auto body shops (map #3). The place is open therefore, this gives IDU people a comfortable environment knowing that they are not going into a dangerous place just to exchange their needles. These proposed locations may be seen in map #4.
