Consolidation of the four separate AIDS clinics in Buffalo signifies an initial step in addressing the elevated cumulative AIDS rates in the inner-city. Therapeutic sessions, cognitive-behavioral work, skills training, needle exchange programs, and peer outreach represent additional means to attend to the increases risk for blacks and Hispanics, MSM, heterosexuals, and IDUs. The effort to reduce the AIDS rates in Erie County necessitates a large-scale effort involving doctors, psychotherapists, and possibly government officials for fundraising.
