Heroine in Newburgh is a problem. There are numerous needle exchange programs not to mention the methadone clinics that are located in the area. This is a population that needs not only AIDS prevention but also drug treatment. It may be possible to treat/attack both problems at once. New York state has a law that allows pharmacies registered in New York States Expanded Syringe Access Demonstration Program (ESAP) to sell or furnish a maximum of 10 syringes at a time to people 18 and over, without a prescription. Under this program health care facilities and health care providers may also supply syringes.To prevent the spread of HIV through intravenous drug use I propose setting up more needle exchange locations with varied operating hours to accommodate the alternative lifestyle that some of the clients may have. New York state already has the right laws and regulations set up to support this program. They just need more of them outside of the city. I would also stress the importance of counseling. Testing as well all can assume is important, but what happens after someone learns their results?
