The costs for this program will include the costs of HIV testing, the cost of a woman to come to speak to the men in their seminar, the cost of the training for the women to lead the SISTA seminar, free condoms, and lunches and transportation for both groups. As noted previously, HIV ELISA tests cost about $5 per test and the HIV Rapid Tests cost about $15-17 per test (4C). If emergency housing is at its maximum occupancy (40 people), 150 people voluntary take the Rapid HIV tests out of the 250 meals, and there is one new admission to the drug rehabilitation program per week, testing would cost about $148,200 per year. I would pay the woman talking to the men the same amount that an HIV counselor receives, which is around $42,000 per year (5A). The training for those who lead the SISTA program for women is free (5E). In addition to this, the distribution of free condoms will cost about $2.99 a pack (5B). Assuming about 40 patients per week (both men and women), condoms would cost about $6,240 per year. For the transportation, a bus plus a driver would cost about $725 per session leading to a cost of $37,700 per year (5C). Lastly, to provide a lunch of soup and salad to all patients would cost $12,495 per year (5D). In total, my program would cost about $234,320 for a year. The lifetime medical cost of an individual living with HIV is about $199,800 per year. My program would help and educate around 2,080 people living with HIV/AIDS as well as expose many to testing they would not always have the opportunity of having.
